摘要：

本文从法律效力、制发主体和制发程序三个方面对行政规范性文件和行政法规、规章作了比较,并着重从以上三个角度分析了行政规范性文件在现实实践中存在的一些问题,从而提出要提高行政规范性文件的法定地位、完善其监督体系的设想。

Abstract: This article makes comparisons to administration regulatory file, administrative statute and rule from three respects of legal effect, making subject and sending procedure, and has mainly analyzed some questions that administration's regulatory file exist in the realistic practice from the above three aspects. It advocates raising legal status of administration's regulatory file, perfecting the supervision system.
